National Greenhouse and Energy Reporting Regulations and Determination released The Department of Climate Change has announced that the National Greenhouse and Energy Reporting Regulations 2008 (NGER Regulations) and the National Greenhouse and Energy Reporting (Measurement) Determination 2008 (NGER Determination) have been listed on the Federal Register of Legislative Instruments (FRLI). A new National Greenhouse and Energy Reporting System Calculator to help corporations estimate their emissions and energy use is also now available online. Implementation of the National Greenhouse and Energy Reporting Act 2007 (the Act) will be overseen by a new statutory office holder, the Greenhouse and Energy Data Officer (David Rossiter), within the Department of Climate Change. Corporations meeting thresholds under the Act will be required to apply to the Greenhouse and Energy Data Officer for registration by 31 August 2009, and report by 31 October 2009, for the 2008-09 financial year. Corporations can enter information on a facility's or corporation's fuel or electricity use and receive an estimate of emissions and energy use. The Australian Government also introduced into Parliament the National Greenhouse and Energy Reporting Amendment Bill 2008 (the Amendment Bill) on 26 June 2008. The Amendment Bill proposes that the Greenhouse and Energy Data Officer (GEDO) may publish certain additional information reported by corporations, and makes a number of minor administrative changes to better reflect the original policy intent of the Act. The Amendment Bill does not represent a major shift in government policy and the proposed changes are not expected to create additional regulatory burden. The Amendment Bill also has no immediate impact on the Regulations or the Determination. The Amendment Bill and more details about the proposed amendments are available on the reporting website.
